when a person (often of low education) crawls on all fours yelling this word. it is in relation to the movie "POUGHKEEPSIE tapes" the person often does this do scare others, or for attention. the "Pough-" can often be replaced with other words reflecting the different action. ex: "jump-keepsie" or "Hump keepsie.
