When rural towns are starting to be developed by people commuting from D.C large strings of cookie cutter houses are built. Before they are finished they're called sites, the sites are a spot where rural kids sneak out and get fucked up

Cheap used tobacco harvested from cigarette buts and collected into gram bags. This tobacco is then rerolled or packed into a bowl. Bootleg tobacco is common where taxes on cigarettes are high. Bootleg tobacco can be sold at an incredibly low price ($1/gram) . Bootleg tobacco is also more potent because it is unfiltered and is often a mix of different kinds of cigarettes. Bootleg tobacco isn't a big market but costs tobacco companies thousands
Taxes were getting raised on cigarettes so every one switched to bootleg tobacco because it is cheap/ free
