It's when a person reacts to a tempting statement or material enticement. Sometimes, it results in the person falling into a trap.

Tell him there would be free booze and hot chicks at the place and he'll rise to the bait.

The term either refers to Hollywood, Los Angeles or a state of mind synonymous with Hollywood that is out of touch with reality, focusing on dreams, fantasies or frivolous endeavors.

That sounds like an idea from la la land.
