A derogatory term to describe a person unfortunate enough to have a forehead and chin which jut out in unsightly fashion, resembling a half moon when viewed in profile.

sconhead 

Liverpool slang. A derogatory term for a person with an oddly shaped, top-heavy, deformed or poorly hair-dressed head - resembling a scone. (The correct scouse pronunciation of "scone" rhymes with "one", not "cone" which is more typical.

(Boy on a school playground to a poor victimized young chap with a misshapen head -) "SCONHEAD!!!"
