Someone who is too lazy and disrespectful to keep themselves or their surroundings clean.

"Okay…whoever was too lazy to rinse their dishes and put them into the dishwasher, please return to the scene of the crime and take care of it. If you can’t bring yourself to rinse, you a paper plate."
