The term originates from the earliest days of the internet in Japan, pre-World Wide Web. It was not illegal in Japan, in those days to possess images as the Japanese value freedom of thought above social parity. It was used in the mclt group among others. It may have been coined by the founder of that newsgroup. In Japan, it is said that the group started in the USA, although Japanese girls were featured most in the early days of the group.

It was not illegal in Japan, in those days to possess images and Japanese culture allowed magazines with Ro and Roritapictures to be sold on newsstands. magrori pictures were traded in the newsgroups called youth-and-beauty because they were softcore and had less trading value. This is all part of a movement called rorikon, or "lolita consciousness" based on the forbidden love affair in Nabokov's famous novel.
