Because incompetence is the result of ignorance, I would suggest:

malignorant (adjective)

(mal-IG-nor-ant)
- displaying a combination of ignorance and harmful intent; both uninformed and malevolent.
Example: “The policy wasn’t merely misguided; it was malignorant.”
