Noun: A "Noop" refers to a person, place and or thing that is lacking of intelligence in the moment, a person with amnesia could be considered a Noop. Someone or something that does something dumb or stupid. "Noop" can be interchanged with words like, "idiot" "retard" or "dumbass".
