The abbreviation for a Long Island Outside-the-Pants Handjob. An LIOTPHJ is when a young man gets beat off by a woman from Long Island with the ejaculant shooting off outside of his pants. This is not to be confused with a LI ITPHJ which is much messier and requires more clean up.
