An expression of reluctant, highly cynical recognition used when an absolute idiot, jerk, or otherwise insufferable person accidentally pulls off a major success or makes an undeniably valid point.

It functions as the bitter, sarcastic inversion of the polite phrase "hats off." It allows you to give credit where credit is due, while explicitly reminding everyone that the person achieving it is still a total dickhat.
