A term used to describe an individual on a controlled substance, usually cocaine or a hallucinogen.

Bill: Did Louis do coke? He's got some serious star eyes

Francis: I have stars in my eyes, like the whole world is rolling up to meet me.
Zoey: Are you shrooming?
