A combination of "lol" and "!!". It's used to express laughter and excitement at the same time. Also can be used just as an emphasized "lol".

"Dude, my night class is canceled because my professor got a nasty hangover from a student party he went to the other night, so now I can come out tonight!"

"!o!, that is awesome man!"

or

"Ahh, my mom canceled my xbox live account!!!"

"!o!, sucks to be you!"
