Terminology used to emphasize the fact that you are chilling, usually while sporting some cool shades (indoors or out). And by chilling, I mean relaxing slash lounging slash sipping margaritas.
Man, I wish I had a license to chill like Lefario. All he does is play Super NES all day.
A noun. It is the harmonious unification of the words "out" and "bro". It basically means "I'm out, bro." In other words, "I'm out, brother." In other words, "I'm leaving, my friend."

Usually used to describe a woman or man who is dressed to the highest degree of fineness that s/he can take someone's breath away (figuratively, i.e. not to the level of death).
