A fully functional website that seems to represent an existing commercial or nonprofit (.com / .org, et al) entity, but was actually launched in advance of the existence of said entity.

Could be complete hot air, sell-the-sizzle, not-the-steak, or could be a legitimate proposal device.

Typically developed if the developer is trying to set in motion a business, nonprofit, or some self-indulgent pointless scheme, needs to show investors or other participants how the concept may be represented on the Web.
