It is a word for only very cool people. It cannot be used by people subordinate in coolness. There is a certain level. That line cannot be crossed. It means what ever you can make it mean. It has the same meanings as "that."

Sanim: Hey Noelle, Can I use thatg?
Noelle: WOW Sanim, yes you can because you are so cool!
