idiom: falls under the same concept as The Cake Is A Lie.

"The Cake Is A Pie" implies that a promised reward is sought after and is found, much to one's chagrin, a plain, stripped-down, bland or otherwise unappealing alternative; always unbeknownst to the person who made the promise, as they assume the expected reward and the reward, the "cake" and the "pie", are mutually interchangeable-- when in fact cake is multilayered, iced, cream-filled, and decked the fuck out, and pie is, bread.
