The odor/aroma that generally surrounds large cities containing paper mills. From the stems "city" and "odor," citiodah originates from the stench that lurks when one enters or passes by particular cities that feature paper mills. Due to the pungent aroma resulting from paper mill factories, typically found in urban areas, "citiodah" is an appropriate and relevant term.
"When we crossed the bridge into Savannah, the stench was incredible! We thought that Scott had cut the cheese, but it was just citiodah."
