A dry drunk is an alcoholic who stops drinking on their own without working a 12-step program. Although they are sober and no longer drinking, they still retain behavioral patterns of an alcoholic, which most commonly include:

2. Impulsiveness
3. Complacent feelings

Former President George W. Bush has admitted that he stopped drinking on his own without the help of a 12-step program. By this definition, he would be a Dry Drunk.
