1. A 'toe sucker' is someone who changes they way act or their personality for someone popular, to become one of them.

Example: a friend who stops hanging out with you to be one of the "cool kids."

2. Someone who does degrading things to become popular or gain reputation.

Ever since Caleb starting hanging out with the cool kids, he's become such a toe sucker.
