A NOMRR might agree that a their own street or neighborhood needs bollards to reduce traffic to make it safer, quieter, and less polluted, but doesn't want any placed on other nearby streets or neighborhoods because it would impact their car commute to work or drop their kids off at school. Similar to a NIMBY.
