Phoboanthropophobia

An irrational and persistent fear of individuals who possess or exhibit phobias; specifically, anxiety, discomfort, or distress caused by the presence of people who display intense or pathological fears. This creates the paradoxical condition in which the sufferer may fear an arachnophobe more than the spider that frightens them.
Although he had no fear of heights, spiders, or confined spaces, his phoboanthropophobia caused him great discomfort around those who reacted fearfully to such things.
