Ghetto 

An area where government protection and resources have been schemingly withheld.

My client’s wife lives in Palm Beach and refers to West Palm Beach as ghetto. I asked if she meant Jewish ghetto or Black ghetto. She just meant more urban and affordable not knowing her own history.
