A blend of "petty" and "meticulous." Used to describe someone who pays an absurd, obsessive, and unnecessary amount of attention to tiny, completely insignificant details, usually driven by a petty mind, narrow-mindedness, or a need for micromanagement.
Manager: "You used the wrong shade of blue for the bullet points in this internal memo. Please redo all 50 pages."

Employee: "Stop being so petticulous, Dave. No one cares about the bullet points!"
