Used as a derogatory statement. Usually referring to a lazy person who has just done something unorthadox or simply someone who is annoying to the point that only two random words put together can describe their behavior.

(reffering to someone who has been sleepnig for an extended period of time)

A phrase used to describe an unlikely or unfortunate event. Often used to express disbelief.
