This term is used for a guy's night out. Almost like a rally cry. It means either getting into a fight and punching someone in the lip or getting a girl back home and splitting the other kind of lips.
"He's over there splitting lips."
"Yo, Creep is in full lip splitting mode tonight, Watch the F out!"
"Turk's gonna split that chick's lips later."
