a chronic masturbator who washes his hands vigorously on a daily bases after a very sloppy and wet masturbation session. Evidence of this can be seen when this person constantly goes in and out of the bathroom and leaving the water running or taking a 3 minute shower. Usually between the times of 2am - 5am at 30 minute intervals. Anything that this person touches will be contaminated with reproductive fluids and it is advised that you should be tested for stds if you ever come into contact with phillup or anything he has touched.
