Someone fugly but within the realms of fuckable. Ususally someone that has a hot body but you wish you could chop their head off. Or at least place a paperbag over it.

"You know XYZ? Well, she's fuggable."

A person that is hot from the neck down. So called because, like shrimps, everything is good but the head.
