Lepakas 

A term used by Air Force personnel to describe someone who is untrained, unworthy, does a lot of mistakes in his job and doesn't treat the others right.
Also used for the candets.

Ex.1
Have you heard what Steve did to George the other day, he is such a lepakas.

Ex.2
Get your shit together you fucking lepakas.
