in the US military it is used to mean "Making a decision so stupid that negatively affects others. Often occurring cluelessly, goofyily, or awkwardly without realizing they have made a stupid decision."

I can't believe that Henderson boofed us by leaving his clothes in the washer overnight and now the whole company can't used then during weekdays.
