Tiny Water Puppy

When a puppy, preferibly small is submerged in water, and is damp when galavanting.

"Oh wow, look over there! It's a black lab, but it is wet.. It must be a tiny water puppy."
"I was on Everett dam and I saw a tiny water puppy prancing with it's owner."
