used to describe someone who is fuckin up or fallin off, ie. someone who bums cigarettes all the time yet never seems to have any of there own; the dealer that says a minute yet means an hour.

When ya goin to stop scaglin and get a job.

Sean: "Hey can I bum a square from one of y'all?"
Erbody:"Fuck No! Quit scaglin and buy a pack!"
