2. When someone had a promiscuous life as a youth and is unsure if he has unknown children running around in the world.

Intoxicallic

The inexplicable urge to call people you don't have the courage to call while sober. Either to tell someone your true feelings, for sex, or an ex who needs to know how much they fucked up by letting a sweet piece of ass like yourself go.
Also known as "drunk dial", but unlike drunk dialing it is a chronic illness that requires intervention and therapy.

I've looked over my call history and it's pretty clear I'm an intoxicallic.
