A phrase used randomly during conversations/arguments to attemt to divert the conversation, insult the person, or bring about laughter. This may be used as a part of a larger phrase or as an insult by itself. The usage bringing about laughter probably has its roots in making fun of people who would get seriously offended by this remark. Sometimes the mear mensioning of their mom would offend them.
