Lowleb

(Noun or adjective) A person who thinks s/he knows it all and frequently answers questions, even if the question wasn't directed to them. S/he gives the impression that s/he very busy. Speaks very fast and often speaks with a hint of a lisp. If s/he was wrong, they will deny that they said it.
