IEF 

A child whose mental state is clearly not as normal as any other person. Victims suffer symptoms such as reduced mental capacity and apparent retardedness. Most IEF affected children face autistic tendencies and are affected by illnesses such as down syndrome (one less chromosome), schizophrenia, autism, just to name a few.

EXAMPLE:
Dylan: hey looks that IEF kid josh
Akhil: hey shut up he's retarded
Dylan: yea I know but cmon
Akhil: hahaha truuuueeeee
