A term created by the US Congress to refer to Toyota Motor's sticking accelerator pedal recall of 2010. More frequently the term is used as a form of slang to describe a man's sexual emission on the terminal portion of a limb which bears weight and allows locomotion of his male/female companion, commonly referred to as a foot job.
Jerry: Yo guy! You bang that chick last night?
Jim: No man, tried to bang her but only got a sticky pedal.
Jerry: Nice!
