When you don't know someone from a specific area & a common exclamation referring to someone that you didn't even know from some random area that you happened to met.

Girl - So I let this person take care of my dog & let me tell you, it did not go out so well!
Guy - How so?
Girl - Well, just look at the dog! She's down to the bone!
Guy - That's why you don't trust strangers from Timbuktu to take care of your pets!
