1. Speaking of something beyond the listener's comprehension.

2. Speaking of something that makes no sense whatsoever, ultimately confusing the listener.

1. Speaker - "Man, I was up all night last night reading about the protein synthesis and replication of deoxyribonucleic acid."
Listener - "... You're speaking neon, dude."

2. Speaker - "Man, last night I hopped on the midnight sasquatch and rode the monkey rainbow."
Listener - "... You're speaking neon, dude."
