A person who engages in horrible-like / ugly behaviour on a not so frequent or frequent basis.

1-Going to the club wearing running shoes, merits the title of hortzo.

2- The Hortzo went out drinking for the third time this week on a week night.

3-Look at that Hortzo, sitting on the apartment dining table in only his boxers
