1. Subsequent to the hight of ones alcoholic/narcotic influence, when the alcoholic/narcotic effect begins to diminish.
2. Coming down from being wavey.

Gus: Dude man, I was so totally wavey earlier today!
Darrel: I know Gus, me too but not any more man; I'm on a low-tide.
