A slang term used when asking someone for a street race. Usually for money or some type of wager.

Fresh whip, you tryna lock it up with my evo? We are throwing $50's.

You wanna lock it up tonight at 8:00? Everyone will be there.

All these civics are trying to lock it up and they know they can't win.
