One who has any Disability of any kind and with this Disability it's always in a temporal flux hence always Moving and Never Stopping; Also its a term recognized as a Process or Activity performed by a Disabled individual; All Disabilities are of Gimp origin either at Birth and or Accident related. Pure-Blood ( You are Born with it )
