Someone who just constantly skips or toys with someone elses emotionally feelings.

This cop was being very nice to me for a little, inspiring me to change my life. Then he just dickstep out of nowhere yelling "WHERES THE FUCKING DOPE I SAW A TWISTY IN THE CAR!"
