It's like telling someone that you deserve whatever has happened to you. Its origin is from the Philippines. You could also use the word positively, but it's also commonly used for making fun of bad people or people that deserve hate.

It's tied with karma. When karma hits someone, this is the most appropriate word to tell that person, especially if they deserve it.
