In project management. To make a project fast or immovable as if by a lock, unless somebody involved changes his or her mind and then we can change almost anything to the project.

To confirm or sanction formally; ratify, but open for later discussion if anybody feels like it.

A: This design needs to be changed!

B: Wasn't this approved before?
