When a JROTC cadet doesn't know their stuff. Their knowledge is sub-par, their uniform is always messed up, they can't do drill, and they're always a mess.
Cadet: Man, all of the LET 2s are mad broke. Not quite newbies, but they still haven't gotten the hang of things.
