FTU 

Free to use. Means that anyone can use the picture, base, skin, etc. Generally found within the art community.

Boi: Wow, this ftu base is pretty hot.

PTU 

Pay to use. Something that you won't be able to use unless you pay first. Used in the art community in reference to specific bases, stamps or skins.

Boi: Oh man, I finally found a base I like- oh wait it's ptu dammit.
