When someone is doing a Toptunov they're doing what they're told to do with a Person that is currently doing the Akimov. It's basically the Akimovs Partner

Akimov 

When someone is doing an/the Akimov they're doing something someone (most likely a person of Authority) told them to do, even though they know it'll end in a disaster

"I'm gonna have to do an Akimov. Dyatlov told me I'd lose my job if I don't do it."
