Rhyme + insult. An insult based not on characteristics of a person, place or thing but on rhyme. An example is the term Seppo. The term seppo is a shortened version of "septic tank" a derogatory term for Americans used by the British. The origin of the insult is rhyme (Septic tank = Yank) with the longstanding term Yank used to refer to Americans.

Fill is used as a derogatory counter-insult to the British/Australian "Seppo" (septic tank = Yank). Thus, the insult being, "we may be septic tanks, but you're what fills them," and thus, is a way to refer to the British and Australians as excrement.
