A forged slang between "chutiyapa" and "siyappa"
Chutiyapa means "bullshit, nonsense or anything that seems needless, longwinded or hard to understand"
Siyappa relates to "a reaction to a misfortune that's happened - can also be translated as a situation of chaos"
Put them together... it's evident - a chaotic misfortune that's caused due to utter bullshit or, longwinded stupidity.
